We do not recommend deleting a user's account. Instead, recommend disabling the account. Doing this, the user will not be able to login, no matter their permissions.
Must be an admin to do this
1. Go to Admin->Users
2. Click on the user you wish to disable and click edit
3. Uncheck the checkbox next to "Active" and click save
